A reviewer is an individual user or a member of a group who is responsible for approving or rejecting a workflow step. 

In a Publishing Workflow, a reviewer is able to view and edit a page in a workflow during its draft state, and then approve or reject the workflow step. In a Routing Workflow, a reviewer is an individual or member of a group who must acknowledge having viewed the page by clicking "approve" in a workflow.
